And that, dear reader, is the true reason for the imposition of fixed costs across not only the PI sector, but all litigious areas of law as a whole.

What was wrong with loser pays with costs to be assessed if not agreed, with judicial protection and oversight from unscrupulous claimants overbilling and charging defendants? Seems to have worked well for centuries...
