Ok., so we move on to what conduct (worhty of disapproval), had been shown. Negligence?

"The tribunal said Ip had been motivated by a desire to help others and keep up a good reputation in his community..."

Ok., so he had acted with what he considered to be the best motives albeit subjectively (perhaps, the article doesn't make it completely clear).

‘The tribunal found that the respondent had engaged in a systematic course of conduct designed to undermine the immigration system. The respondent’s conduct could not be characterised as being an error on just one or two occasions,’ the judgment found. ..."

Can anyone provide the judgement from BAILLI please?

How if he was working within the Immigration Rules and court Rules, but choosing to file late? Is this what he was doing? Coiuld we have some clarity please Editor?
