Why cant the government either bring the "reforms" in or just come out and say they are being kicked into the long grass? The truth is that the government is on a knife edge and paralysed by a tiny majority. Each time insurers announce record profits the likelihood of these changes coming in diminishes in my view. It just becomes politically unworkable.
