Many people do not make a will because the intestacy rules actually result in the outcome they desire - e.g.. passing to wife (as assets joint or under £250,000 - majority of country) or children equally. I appreciate this does not satisfy all situations but it covers a substantial number. Most peoples assets are joint these days.
