Anon: if the average increase in property prices is .3% then this increase defrays the loss to HMG of exempting FTB from SDLT where SDLT would ordinarily be paid.

For example if in area a. the average price is £150k (SDLT @ £500) and this measure increases this to £150,500 then the SDLT will increase to £510. AS such if there are 1:10 FTB then the cost will fall from £490 (including frictional costs of processing the SDLT payment of £10) to £400.

As the purchase price increases so the defrayed cost will be reduced to a point where (at a rough guess £250k sales price) this will probably be revenue neutral / marginally positive.
