I don't go that far. I should say that they can employ lawyers merely to advise on each particular step. One bill, one step? Don't they do that through Solicitors and sometimes Barristers already?

And there is no formal record in Crime. So why doesn't Civil fall in relatively smoothly behind?

What is the downside with that?
