Several posters have pointed out that the rules on service were clearly laid out in the Civil Procedure Rules.

Did this LIP even know there were Civil Procedure Rules?

If he did, did he realise that there were rules on the service of documents in those Rules?

The old fixed date action in the County Court was designed in the mid 19th century to obviate the need for a LIP to know anything about litigation other than the claim he wanted to bring and the address of the County Court registrar.
