There is a REALLY, REALLY SIMPLE way to deal with ghosts. Send the rota preparation back to the local committees. We know who the ghosts are. We have better knowledge and are far better able to police this issue than the LAA and we would do it properly instead of the haphazard, ridiculous way the LAA goes about this as it does the rest of its business.
