Dominic Moss - it isn't that lower value claims have less value, no. However, yes: many whiplash & holiday sickness claims have little 'merit' - with many lacking any basis in fact at all.

It's hardly a surprise that we see very few fatal frauds (although there was that Asian arsonist in Lancs); but, quite a large number of suspect "ooh arr" or 'Benidorm belly' claims. Sadly until recently there was very little to use. At last the judiciary appear to be jailing such criminals.
