I rang my insurer up at renewal this year and as it took about 40 mins to get through they knocked £25 of my renewal premium on the spot. That was 12.5% reduction. So if anyone wants to save more than £16 then just complain as to their service et voila. This to me shows (as a Defendant insurance lawyer) that these proposals are a nonsense in their current guise. That said the system needs an overhaul and a collaborative approach as suggested below is clearly the best way to do this.
