I do think Dominic wants to have his budget and eat is - the entire principle of fixed fee payment operates on the basis that you never get paid for what you actually did . Its never 'fair' on a case by case basis . Fixed fee is based on proxies that mean across the board over a number of cases you should get a reasonable payment - except that is of course when it is identified that you may be getting a little bit too much in one area - so then they want change the rules .

I do hope we focus on this in the JR - its nothing to do with whether payment in a discreet area appears too much or too little - its about the system as a whole giving reasonable remuneration
