Budgeting is an overly complicated and expensive process. It's been costly to implement and because the format is largely incompatible with the current costs process, all that has to change to suit. I'm happy to move with the times, but it is painfully obvious these reforms have been more about Jackson's ego and his desire for some legacy than anything else.

ACL did nothing to help the whole costs sector either. Just sat back and watched from the sidelines.

As for Just Costs, agree with the previous comment that it was bad management and a failure to prepare for the changes. If you ain't got it, don't spend it.
