The idea that one should have "the ability to requalify easily as a lawyer in another Member State without having to start from the beginning" always struck me as bizarre. How on earth does it help a client to be able to get legal advice from a lawyer who is not properly educated in the law on which they are opining? I would also ask why any lawyer would do that: except I have seen instances of US lawyers, also qualified as solicitors through conversion courses, giving English law advice based entirely on US law, 'because they are basically the same'...
