There seems little wrong with requalifying from the beginning in another member state. Since practicing law is going to require not only a thorough knowedge of the domestic law in the country the lawyer choses to go to but a degree of fluency in the language of that of a native speaker it is difficult to see how either could be achieved without starting all over again.
Whether or not one would seek to practice law in another member state must really be a matter of economics. If it is worth the effort then requalifying should be no problem.
