Very good decision. There are firms out there who routinely request files to trawl through for possible undersettling and, when that doesn't work, they see if they can have a go at the costs.

This was clearly a claimant who agreed a 25% deduction at the start, and thought nothing of it when he got his cash. Why would he suddenly think about it 2 years later?

I can't see why any firm would want to take on PN or costs claims over such piddling amounts. Maybe this decision will go some way to stopping this sort of behaviour.
