'Claims factory'? Those words (which seem to be attributed as the directly quoted words of the 'whistle-blower') really do sound like your average Iraqi-language colloquialism, don't they? The Baghdad Times must be referring to 'claims factories' on a daily basis for the whistle-blower to have used those precise words.
