I have experienced this in the past, I worked for a large comms company that "enpowered" staff to "challenge" inappropriate behaviour.
It ended up with staff turnover increasing, and bullying using the "safe word" becoming rife, with little cliques forming throughout the company when people supported each other in their "challenges".
For most of the adults in the firm, it felt like we were working with Facebook bullies keen to publically name and shame anyone they thought was even slightly out of order, and was also used to bully people out of the company.
