Sir Richard Richard: Clearly there isn't an issue of capacity. When the amounts of new deaths exceed the capacity of the system waiting times go up. But they haven't gone up, ergo there is capacity in the system , and the fact that cases aren't dealt with instantaneously is not due to lack of capacity but because either the required procedures (post mortem, or full inquest) take time.
