In the mags, if you get a summons by post to an incorrect address and find out about it when, say, the bailiff comes round to collect the fine, you have 21 days to file a statutory declaration and the summons and all proceedings based on it (including the conviction and penalty) are automatically null and void, as of right.

I can't see why this isn't introduced in the county court.
