Maybe they should instead spend a bit more time sorting out first registrations and registrations of parts and desist from pointless requisitions. Today's star Requisition was along the lines of 'Your application can not be processed because your letter of confirmation is not a Certificate. Please provide a Certificate or written confirmation....' We are beyond pointing out the non sequitur or the fact that almost identical applications have not attracted such requisitions.
