The reason insurance PI handlers are generally paid more has already been highlighted, certainly during my 7 years and with the PI department now handlers deal with all aspects of claim from cradle to the grave whether its MOJ, non MOJ or Scottish claims.
From dealing with both claimant and panel solicitors I'm aware most firms simply have a MOJ team who do nothing bar submit claims in vast numbers hence why they don't pick up calls or reply to emails and if the claim exits the portal it moves department and the process starts again.
This is simply about the fact most of us are aware that these low value claims do not require legal assistance and in fact generally get no LEGAL assistance, if access to Lawtel or a JCG guide is now classed as "legal assistance" then I will beg to differ
