In that case why have injury compensation at all? Your argument only makes sense if all injury claims are banned. Incidentally under the proposed reforms if someone suffers an injury in an accident at work they will be awarded much more than someone in an RTA - for exactly the same injury. So non-RTA claimants will still continue to be laid out at JC Guideline levels for minor injuries.
