Although it is now many years ago that I did regular conveyancing, I seem to recall that one of the main reasons for inexplicable delays was the fact that members in a chain of transactions were less than truthful about their situation (ie they were not really cash buyers, they had not really got a buyer for their own property, they had not really got their mortgage lined up).

I don't see how a "property passport" (aka a HIP) will change this phenomenon.

I am very sceptical about another waste of money trying to introduce a so-called "new" idea which only addresses a very small aspect of the issues with delays. It is always the lawyers that got the blame, whereas more often than not I am afraid to say it was their client who was culpable for misleading other members of the chain.
