Not sure how much knowledge some of the commenters here have of CABs and what they do, but near my workplace we have a local office with excellent welfare benefits advice on tap. Moreover, all housing authorities are (so to speak) "publicly-funded" providers of free housing advice, and this includes securing WB advice for clients where necessary. These duties have of course been strengthened this month by the implementation of the Homelessness Reduction Act and "personal housing plans". In my experience a key reason why tenants often face eviction for rent arrears is not that WB advice isn't available but that they don't choose to get it - and, as I say, I'm not clear how extending legal aid is going to alter that.
