There are quite a few cases where a soft tissue injury acts as a trigger for the body to develop a pain syndrome (broadly speaking the body producing high levels of pain signals from a minor ache or touch - similar to phantom pains from lost limbs). These syndromes can be permanent and prevent people working and participating in their own families, even though the underlying soft tissue injury may resolve in months. These people will seemingly get a maximum 20% uplift in damages for a lifetime of pain.

This wasn’t part of the consultation- how and why has that snuck in there? It seems designed to create unfairness for no good reason.
