Should not the City of London Police’s financial investigations unit be focusing on the reasons why only about 20% of [fraud] cases are prosecuted successfully.

It is not the role of the police to choose between criminal and civil remedies. That the police should invest such time and funds in promoting such a scheme does beg the question what benefit they will derive from it.

One suspects this scheme is designed to give credence to the excuse commonly given to a complainant, that ‘this is a civil matter’ and improve statistics by the removal of such cases from account altogether.

They should no more be referring such cases to approved firms to pursue civil remedies than they should be recommending divorce solicitors following attendance at a domestic dispute, or personal injury solicitors following attendance at a road traffic accident.
