Surely the real problem will be that solicitors - be they on a panel or not - are unlikely to pursue these claims on a contingency fee basis unless there is cogent evidence of there being funds against which to enforce a judgment - and as anon @ 13:12 has pointed out, all to often the proceeds of such frauds have long disappeared out of reach before recovery action can be pursued. Maybe this is the reason why ' ‘only about 20% of [fraud] cases are prosecuted successfully' (by which I assume that the City of London Police mean pursuing recovery action, rather than criminal prosecutions of those who commit fraud) and why the police would prefer to pass on to the private sector responsibility for recovering the proceeds of fraud?
