Just a question for Anonymous of 15 May 2018 (and I must say I am always wary of "simple" solutions), what if someone fraudulently gets the address or other contact details of the registered proprietor changed - just as bad in terms of giving a false sense of security.

There is no silver bullet and a raft of measures need to be taken. It is a reflection of the world we live in! As the fall back however, insurance can lead to the only fair result, where someone can be protected from losing their property and a recent purchaser can be reimbursed for their losses.
