Report comment

To my mind the only remarkable thing in the report is that, according to the minister, such a system is already in place "in European jurisdictions such as Italy, Spain and France". I have no idea whether that's correct or not and am not going to take the trouble to find out. But if it is true, what becomes of all this professional hauteur, indignation and contempt? Surely we are not going to pretend that we are better than the Europeans? Maybe some expert can enlighten us.
