Identity cards would only be useful if every firm in the country had the facilities to get the client in, scan their bio-metrics and see their detailed history. Fraudsters would otherwise have the best looking and most shiny of all the cards and still get their money.

On a side note - our privacy is not to be undermined. For centuries it has been for the state to prove who they are to us, not for us to prove to them who we are.
