The issues are:
1 the police are under-resourced and do not have relevant numbers of tech support/trained officers to undertake the work expeditiously;
2 the cps is under-resourced and doesn't have the requisite support staff or prosecutors with sufficient experience to analyse evidence or review cases.
3 serving police officers lack proper training/supervision so make it up as they go along.
4 the legal aid system has been developed to reward quick guilty pleas and to discourage Solicitors from doing their job properly.

Road Traffic case.
Def drives through pedestrian crossing on amber. Not speeding.
Child collides with vehicle.

Unused schedule does not include reference to all statements taken.
Lawyer review of dash-cam footage of car behind def's states (referred to at first hearing by CPS) that def is careless as she has gone through amber light.
IP says he crossed when he heard beeps (audible crossing sound) but dash-cam footage clearly shows him crossing on "red man".
Police did not review dash=cam footage nor challenge IP's assertion.
Police offered def Driving Awareness Course (saves proper investigation).
Client is privately-paying.
If discontinued or acquitted she won't recover all her costs.
