Electronic evidence or no electronic evidence it is apparent that in a significant number of cases the CPS simply do not have the time to prepare the cases properly in a number of different aspects. This allows the police to escape responsibility by blaming the CPS for the decision to proceed and the CPS escape blame by stating they were guided by the police. There's no real sanction against either organisation in the event of a collapsed prosecution. Its only the "offender" ( in Home Office speak) who suffers.
