Legislation is needed, along the lines of:
a. it's employment if the payer appoints one individual to deliver a service or if the individual's identity is significant to the payer in a company's delivery of service or the payer exercises control over the individual; but
b. it's not employment if the payer appoints a company to deliver a service and if the individual's identity is not significant to the payer.

BBC 'service company' individuals are already being found out.
