Anon at 14.36 - to be fair, the parochial attitude of different government bodies or departments, especially when protecting their budgets, is not exactly a new development under this government. As is so often the case, re-watching Yes Minister shows that so much of what is happening now is not new.

Of course that only makes it worse, as the same mistakes are being repeated time and again. False economies allowing obviously beneficial projects like this to disappear.
