The cynic in me thinks that the firm whilst it was suggesting it was acting in the best interests of the client, a major reason to keep the cases moving was solely down to costs.
Closing the files = no costs and a disbursements write off.
Issuing proceedings or settling cases based on a years' old generic authority without current instructions = paid costs and disbursements recovered.
