Anon 8.15, while I understand your sentiments, what you are suggesting is conscription. And it won't work.

Good judges have to want to the work. Many practitioners don't want to decide other's lives for them. I used to be shadowed by practitioners who wanted to test the water. Some went on, but others told me it wasn't for them even though I pressed them to have a go as I felt that they had the right qualities.

There would have to be provision for the conscientious objectors - compulsory pro bono work?
