I think I agree. Firstly we need a far more inquisitorial system. That would include three or four times the numbers of the more petty (not Puisine!), judiciary (as in Germany).

It would also require an about turn in attitude in respect of Admin support at the Courts (including alto of case management working and decisions at a very lower level by Clerical Staff. So, for example we only need one form for commencing proceedings (wherever, and whatever legal discipline), and one form for applications - perhaps i the latter case even just a letter supported by the civil equivalent of Sect 9 (CJA 1967, as amended) Statement.

That would free up all the silly procedural games. It would probably put to bed many smaller (50k and lower) actions.

The Judicial College would follow from the numbers of Judges needed inquisitorially.
