Er, no. The 2002 Act was enacted by The Queen in Parliament, not by HMLR!
But nevertheless solicitors should be protected as long as there is no negligence.
The main problem is Dreamvar. How can solicitors, either V's or P's, be certain that the client is who he/she purports to be? First find a watertight answer to that!
