Anon at 12:55 - the answer to your question is because the pressing crisis is at the defence side, rather than the CPS.

This journal is currently advertising Senior Crown Prosecutor positions at £43-52K outside London plus pension, generous holiday, sick leave entitlements, regular hours etc. I appreciate that the CPS is generally understaffed and morale is low, however try showing that advert to a 5 year PQE defence solicitor who is spending nights and weekends at the police station on top of their 40-hour week quite possibly while trying to support a young family and not coming close to that level of remuneration. Then ask them where the "gross under funding" is.
