Read it in Zuckerman or Andrews I think it is. Though I do agree that I did read that you can get security at first instance for some very exceptional instances and there is authority on it at a reasonably high level.

I dot understand though your points on security for an Appeal. Because of the leave requirements, only those cases which on balance have some prospects will continue to a full hearing when the Respondent is then again 'aggrieved' . How can at that point a Security Order be requested? It flies in the face of Art 6.
