Presumably the creation of the Fundamental Dishonesty "offence" is what did it for them. Back in the day I could see specializing in running fraud alleged files as being profitable where the result would be a win, failing to come up to proof or a loss. But it is hard to see under the current rules how you could ever convert a significant number of them to wins where the lower burden of an FD finding is still open and almost all situations where you fail to come up to proof risk an FD finding. Effectively FD is the 0 on a roulette wheel.
