Unfortunately this has been obvious from the start.

After the ban came in, I still received spam emails from CMCs offering to sell cases. I forwarded one to the SRA as it seemed obvious to me that they were breaching the ban. I suggested the SRA could perhaps look at any firms getting their work from that CMC.

The SRA responded by saying they couldn't take it any further, as they don't regulate CMCs...
