It's a poorly thought out requirement and will create less transparency not more. It's like asking a mechanic "how much will it cost to fix my car?" before he even knows what's wrong with it and what your requirements are.

We're not selling a product; we're selling a service. You cannot give a price until you have taken careful instructions that enable you to find out what level of service is required.
