Toon's army needs to get its own house in order. In certain cases there may be merit in his comments, but there is also merit in the view that the NCA is not sufficiently responsive to and investigative of matters raised with it. Whether that's a result of resourcing or legislation or both, he should also ensure he directs his focus there.
