Don't be fooled into thinking that the General Medical Council has a non-punitive system. The mantra "Sanctions are not imposed to punish or discipline doctors, but they may have a punitive effect." is routinely used to impose essentially punitive sanctions where there is no ongoing risk to the public or to the profession but where it is thought that a harsh sanction will maintain public confidence in the profession: retribution to show the public that something has been done.
