'He [William Wragg] noted that one bank sent a ‘top partner from one of the country’s best regarded law firms’ to a hearing in Cambridge County Court, for a case involving two people who had highlighted misconduct.'

What on earth has this got to do with a 'gagging clause'? It sounds as if the individuals concerned were making their grievances publically known and, in consequence, 'the partner' was being sent to Cambridge as some sort of 'hit man'! This man's remarks demonstrate the intellectual poverty of all too many of British parliamentarians today.
