When a claimant will get £250 or something I bet most insurers will chuck £250 out rather than investigate whether or not someone was in a car or injured.

I expect pre-med payments to become the norm unless the legislation is watertight.

Fraudsters will be quite happy with £250 for little work. Plus they will go to town on credit hire and all that.

Absolutely. The number I have times I have had battles over a prescription charge (the prescription being recorded in the records but no receipt being available) are countless.

Most insurers do not allow the 10% uplift (despite the standard comment in a stage 2 response) and they all come in low.
