Sadly, it is simply one of many areas of politics that requires attention and ultimately, proper funding - but is simply not a vote winner. Therefore, it remains low on the agenda of any right of centre govt.

It needs those with a voice, Law Society, HMCTS etc to bang the drum louder to even get it higher up the food chain of consideration.
