Some random thoughts:
Buying a house is one of the most important things in life. Is ten weeks too long to get it right?
Many of the things suggested need a seller to take action before instructing an estate agent. How is that to be achieved? (Certainly not by the sellers solicitor!)
In a chain, the timescale is determined by the last buyer to come on board.
Real life problems: the buyer discovers the property is not within the catchment area of the desired school; the buyer won't exchange till next month so as to have one more salary cheque towards the deposit.
If there are still local search delays, why won't the Land Registry apply its considerable resources to establishing universal computerised local land registers, instead of muscling in on conveyancing?
