"The panel has demanded that consumers be given the full picture, and that it be made clear they will not have access to the compensation fund or insurance cover if something goes wrong."

That makes me wonder how much the Panel understands about insurance and the compensation fund. Even as matters stand, a client of a solicitor does not have "access" to the solicitor's professional indemnity insurance or to the compensation fund.

The client has the right to make a claim against the solicitor, who will be insured against the risk of such a claim; but the client has no "access" to the solicitor's policy. The client can make a claim under the compensation fund only as a matter of last resort; and whether the fund will pay out is a matter of discretion.
